Pulling is a trained behaviour
Every time a dog pulls and the walk continues, the pull is rewarded. The fix is to make pulling end forward motion, every single time, without exception.
The stop-and-wait method
The moment the lead goes tight, stop. Do not pull back. Wait for slack, then walk on. The first few walks will be slow and boring. That is the method working.
